Washington, D.C. - Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, spoke forcefully on the Senate floor on the thirty-eighth day of the Republican shutdown, calling on Republicans to work with Democrats as quickly as possible to pass a clean, one-year extension of the Affordable Care Act (ACA) enhanced premium tax credits that 22 million Americans rely on to afford health insurance-and work with Democrats to pass bipartisan legislation to reopen the government.

Open enrollment across the country began Saturday, November 1st. Right now, Americans are shopping for health insurance coverage for next year on the Affordable Care Act (ACA) marketplaces (Washington Healthplanfinder in Washington state) and seeing dramatic increases in their premiums because of Republicans' refusal to extend the ACA enhanced premium tax credits that help Americans afford health insurance. Nationwide, 22 million Americans are seeing their health care costs skyrocket because of Republican inaction-premiums are more than doubling on average for people who buy health coverage on the exchanges, and these higher costs will push 4.8 million people off their health insurance coverage over the next decade. Senator Murray's remarks, as delivered on the Senate floor today, are below:

"Mr. President, I join all of my Democratic colleagues here today to offer this proposal on the health care issue that has been holding all of us here, and all of the American public for weeks now. Because after Republicans refused to work to save the premium tax credits all this past year, what we hear Republican leaders saying now is they maybe, possibly, will talk about health care-it just has to be 'later.'

"We are so far past that. Open enrollment is happening right now. Republicans have already pushed millions of Americans off that tax credit cliff.

"If we truly want to help these people, Republicans need to work with us as fast as possible to pass this clean, one-year extension.

"That is not some pie-in-the-sky request.As [the] previous speaker alluded to, if Republicans have no problem with Trump shoveling nearly twice as much money at Argentina, why would they oppose giving this kind of support to our own American families?

"Is there no time for working families? Are there no funds for health care? Mr. President, I cannot accept that. We cannot accept that.

"We can act-but we have to do it now. Every day that passes, this damage gets worse-and, by the way, harder to reverse.

"The best and quickest way to address the MAGA health care hike is this clean, one-year extension of the enhanced premium tax credits, written into the CR that we ultimately will vote on to reopen the government.

"Like my colleagues, I have heard so many heartbreaking stories from people in my state who are not political-they don't care about Democrats or Republicans.

"But I will tell you, they are at the breaking point. Some of them have been on the verge of tears as they talked to me, explaining how they simply cannot afford to buy health care for next year.

"That weighs heavily on me and all of my colleagues. We carry their stories with us, their words are on repeat in my mind every minute I walk through these halls.

"I am here today fighting with my heart and soul. I am giving Republicans every opportunity in the world to do the right thing.

Senator Murray played a critical role in passing the Affordable Care Act (ACA) enhanced premium tax credits into law in the American Rescue Plan Act in 2021 and extending them in the Inflation Reduction Act in 2022. Since then, she has called on Republicans to extend the enhanced premium tax credits dozens of times, calling attention to the tax credit cliff and how millions of Americans will see their health care costs jump dramatically if Republicans don't work with Democrats on an extension.
