Mayor Mantello Announces Request for Bids for
Phase 2 of Kinloch Park Improvements
(Troy, NY) - Mayor Carmella R. Mantello today announced the issuance of a Request for Bids (RFB) for Phase 2 of the Kinloch Park Improvement Project, a key piece of the City's historic investment in parks and recreation.
Phase 2 will include the installation of new drainage infrastructure to address long-standing water issues within the park and the complete repaving of the basketball court, ensuring residents have access to a safe, modern, and high-quality recreation space. In the spring of 2026, the park will also see the installation of brand-new accessible playground equipment, creating a refreshed and welcoming space for children and families.
During a public meeting in June on the future of Kinloch Park, residents voiced strong concerns regarding the inclusion of grills and a small pavilion in the project. The Mantello Administration has listened to residents "loud and clear" and will not be including those features in the final plan. Instead, new picnic tables, and refreshed landscaping will be installed to enhance family gatherings and community use of the park.
"Our administration is delivering on our promise to make transformative investments in Troy's parks," said Mayor Mantello. "From Kinloch Park to Knickerbacker and Prospect Park, we are upgrading facilities, expanding recreational opportunities, and ensuring every neighborhood has safe, vibrant green spaces to enjoy."
The Kinloch Park project builds on the momentum at Knickerbacker Park, where the Knick Ice Rink reopened in January after being closed for nearly a decade, and the brand-new Knick Aquatic Center is under construction, set to open in the summer of 2026. Additionally, under the Mantello Administration, the city has made significant upgrades at Prospect Park, including brand-new accessible playground equipment, resurfaced tennis courts, and the addition of pickleball courts.
The RFB for Phase 2 of Kinloch Park is available on the City of Troy's website. Contractors are encouraged to review the bid specifications and submit proposals in accordance with the outlined schedule.
