Mikhail Mishustin holds a strategic session on the implementation of national technological leadership projects
Good afternoon, colleagues.
Today we will continue our discussion of issues that concern the development of the industrial sector. This vital sphere is comprehensively contributing to economic development and has a direct influence on the life of our citizens.
We are consistently advancing in the main spheres. We are talking primarily about the modernisation and expansion of production capacities, the creation of breakthrough technologies, and active manufacturing of a broad range of science-intensive products with no prior domestic equivalents. This allows us to enhance Russia's independence in the critical areas.
During the previous strategic session, we discussed the situation in several key sectors. Today, we will focus on the implementation of three national projects aimed at tackling large-scale challenges - from boosting the agribusiness sector to developing innovative transport systems.
While working within the framework of the Technological Support of Food Security national project, we are developing mechanisms that allow us to apply scientific solutions, including for enhancing the efficiency of our farms.
I will cite the example of the Timiryazev Genomic Centre. Dozens of research institutes, universities and specialised companies are using this facility for creating a digital platform for the accelerated crop breeding. The use of this facility allows cutting the standard breeding cycle for new plant varieties and hybrids by approximately two-thirds, that is, to two or three years. This means that we can more promptly react to market changes or arising challenges, in particular, climate change, for maintaining good crop yields.
We are expanding the range of fodder additives in the regions in the interests of livestock breeding, as well as various food components for increasing the quality of food products.
Large production facilities of amino acids, enzymes and starters are being established in Tatarstan and the Belgorod, Voronezh, Moscow, Tula, Yaroslavl and other regions.
Another priority sphere concerns industrial support for transport mobility. We provide support to enterprises and sectors that are involved in the creation of requisite equipment for passenger and cargo transportation.
Thanks to these measures, a second serial Arctic LNG carrier made at the Zvezda Shipyard in the Primorye Territory has started operating on the Northern Sea Route this year. Such vessels were previously built abroad.
Intensive work is underway to accelerate the launch of Russia's first high-speed rail route. The bodies for three electric trains have already been manufactured. At the same time, we are building additional shops and test infrastructure, as well as creating and testing relevant national components and technologies.
In aviation, we are conducting certification testing of the updated aircraft line-up, including the MS-21. The Il-114 regional liner and the PD-8 engine for the Superjet have confirmed compliance with all mandatory requirements and regulations.
We continue to rapidly increase our competencies under the special national project on unmanned aviation systems. In particular, the number of components in the national register has increased by nearly 80 percent over the first nine months of this year. The volume of high-value-added products and the production of aircraft are expanding.
Colleagues,
It is important to strictly comply with the approved deadlines, implementing projects until the practical implementation of their results, so as to achieve the goals we set to ourselves.
I propose analysing the established chains of scientific and industrial cooperation, and the applied management models for each of these spheres, as well as determining the set of measures needed to maintain their dynamic development.
We have the potential and resources to fulfil the President's task of achieving technological leadership and sovereignty in the critical economic sectors.
