Nunn Secures Major Wins for Iowa Small Businesses and Scam Victims in FY26 Funding Bill

WASHINGTON, D.C. - The U.S. House of Representatives today passed the Financial Services and General Government and National Security, Department of State, and Related Programs Appropriations Act, 2026 , advancing multiple provisions led by Representative Zach Nunn (IA-03). This package delivers tangible wins for Iowa small businesses, strengthens protections for families targeted by financial scams, modernizes federal financial security, and reinforces critical U.S. diplomatic partnerships abroad.

"Iowans deserve a government that responds to real-world challenges. Whether it's a Main Street business buried under duplicative red tape or a senior trying to recover their life savings after a scam, this bill delivers real, bipartisan solutions," said Rep. Nunn . "As new technologies create both opportunity and risk, we're taking a whole-of-government approach to make sure innovation works for Iowans-and keeps America ahead of emerging threats."

Key provisions included in the bipartisan appropriations package led by Rep. Nunn include:

Financial Services and General Government

  • Cutting Red Tape for Small Businesses : Builds on Rep. Nunn's Protect Small Business from Excessive Paperwork Act by slowing the rushed rollout of burdensome reporting requirements and requiring federal regulators to brief Congress before imposing new compliance deadlines on small businesses.
  • Cracking Down on Financial Scams and Identity Theft : Incorporates key provisions from Rep. Nunn's GUARD Act requiring the Treasury Department to submit a report to Congress on financial fraud, including identity theft, impersonation scams, and enforcement gaps.
  • Launching a National Strategy to Combat Online Scams : Advances Rep. Nunn's Financial Services Committee efforts by directing the Treasury Department to lead a whole-of-government strategy to disrupt online financial scams and protect consumers from emerging digital threats.
  • Enforcing Robocall Crackdowns and Addressing AI-Generated Spam : Builds on bipartisan legislation Rep. Nunn cosponsored by directing the Federal Communications Commission (FCC) to prioritize enforcement against illegal robocalls and brief Congress on the rising threat of AI-generated spam.
  • Preparing Federal Agencies for AI Modernization : Includes Rep. Nunn's request to the Office of Management and Budget (OMB) encouraging the issuance of guidance to modernize federal data infrastructure, reduce inefficiencies, and support AI readiness across agencies.

National Security, Department of State, and Related Programs

  • Expanding the Abraham Accords : Includes Rep. Nunn's request to the State Department requiring the submission of a strategy to expand the Abraham Accords to strengthen regional peace and U.S. security partnerships in the Middle East.
  • Strengthening Global Demining and Threat Reduction : Builds on Rep. Nunn's funding request by providing $265 million for global Conventional Weapons Destruction programs to prevent unsecured weapons from falling into the hands of terrorists.
