Director of the City's new Department of Children and Youth

The City of Pomona is pleased to announce the appointment of Ryan Painter as Director of the City's new Department of Children and Youth.

"Ryan brings exactly the experience and history of successful children's programming this work demands," said City Manager Dr. Anita Scott. "Pomona's voters told us to put kids first, and in Ryan we have a director who will turn that mandate into real opportunities for our kids and families ."

Ryan brings more than 30 years of public service experience and a proven commitment to serving residents, building strong community partnerships, developing innovative programs, leading strategic planning efforts, and delivering exceptional public service.

Ryan's appointment is the first step in fully staffing the new department. As Director, he will lead the City's Children & Youth Accountability Board, build a grants program to award millions of dollars to Pomona's non-profit partners, and track long-term impact on Pomona's youth in a data-centered way.

"This is an exciting opportunity to deliver for Pomona's youth," said Ryan. "I've spent my career building collaborative partnerships and impactful youth programs that foster healthy environments for youth, and I'm ready to continue the important work here for Pomona's children, youth, and families."

A VOTER MANDATE TO PUT KIDS FIRST

On June 2, 2026, Pomona voters delivered a mandate by approving Measure Z: Kids First Funding Amendment. Measure Z right-sized how the City funds its children by establishing a dedicated, sustainable funding source for youth programming.

The newly established Department of Children and Youth will support 11 inclusive youth related service categories. These efforts will expand on the nearly $17 million per year the City already invests in youth programming.

YOUTH ACCOUNTABILITY BOARD

The City of Pomona invites youth and residents to apply for the Children and Youth Fund Accountability Board, an advisory body to the Pomona City Council that oversees Measure Z funds. The Board is composed of 15 Pomona residents, including eight youth and young adults ages 15-24 and seven adults age 25 and older.

These board members will reflect Pomona's diverse communities and help ensure Measure Z investments support systems-impacted youth, low-income youth of color, and LGBTQIA+ youth. Members will serve two-year terms, with youth under age 24 eligible for one-year terms, and meet a minimum of six times per year.

To apply for the Accountability Board, you must be a Pomona resident and not be a paid employee of organizations that receive or apply for Children and Youth Fund resources. Meeting schedule and location are yet to be determined.
