At the major donor conference, the Ukraine Recovery Conference in Gdańsk, the Norwegian Minister of Transport today announced an initial allocation of €1 million to the support fund for Ukraine's transport sector.
'Ukraine is now in its fourth year of its struggle to defend itself against Russia. The Ukrainian authorities report that there have been more attacks on roads and railways in 2026 than in previous years. Without a functioning transport sector, it is more difficult to defend the country, the economy and civil society. The need for funding to rebuild and strengthen Ukraine's transport sector is very great and continues to grow after more than four years of war and destruction,' said Minister of Transport Jon-Ivar Nygård.
The funding will be provided through the civilian component of the Nansen Programme.
Nygård has held four bilateral meetings with Ukrainian colleagues so far in 2026, and their message has been that it is becoming increasingly difficult to maintain services and capacity within the transport system. There is a significant need for funding to sustain and improve the efficiency of Ukraine's transport sector.
About the Ukraine Transport Support Fund
In November 2025, Canada, Lithuania, Sweden and Ukraine signed a declaration establishing a support fund for Ukraine's transport sector, the Ukraine Transport Support Fund (UTSF). Norway signed the declaration together with Denmark, Estonia, Germany and the United Kingdom in February this year.
The fund is inspired by the Energy Community's Ukraine Energy Support Fund, which has so far provided more than €1.6 billion in support for energy measures in Ukraine.
The Ukraine Transport Support Fund (UTSF) will work closely with the Ministry for Development of Communities and Territories of Ukraine and assist in maintaining and rebuilding Ukraine's transport system. The aim is to ensure that the transport system can provide stable and predictable services on a daily basis, while facilitating the restructuring and modernisation of the sector.
A number of financial institutions are active in Ukraine, and the UTSF will coordinate its efforts in close dialogue with these institutions and the Ukrainian authorities. This dialogue is intended to ensure the best possible coordination of support.
