• The Board conducted a public hearing, and Ryan Melendez from Planning, Building & Environmental Services introduced an ordinance amending Chapters 5.70 and 5.80 of the Napa County Code to align with new state laws banning plastic bags and clarifying requirements for reusable foodware and waste reduction.
• The proposed amendments update definitions, streamline compliance requirements, and ensure consistency with state recycling, composting, and solid waste regulations. The Board voted its intent to adopt the ordinance, which is scheduled to return for adoption on October 21, 2025, and take effect January 1, 2026.
