Following renewed Russian offensives during the summer of 2025 and Ukraine's continued calls for military assistance, several Member States have increased bilateral arms deliveries. However, concerns persist about the sustainability, coordination and effectiveness of these efforts. The European Peace Facility has been one of the key instruments used to fund arms deliveries, but reports indicate that its resources are becoming increasingly strained.

Given the critical role that continued military support plays in enabling Ukraine to defend its sovereignty and territorial integrity:

  • 1.How does the Commission assess the current state of EU support for arms transfers to Ukraine, particularly in view of the evolving situation on the ground?
  • 2.What steps is the Commission taking to ensure the long-term adequacy and coordination of military assistance, including the replenishment of the European Peace Facility?
  • 3.Is the Commission considering any new instruments or initiatives to maintain or increase the flow of arms to Ukraine in cooperation with the Member States?
