Dallas’ Crystal Moya Receives NAA’s Annual Advocacy Recognition

ARLINGTON, Va. | October 14, 2025 - The National Apartment Association (NAA) has announced Crystal Moya, Vice President of Operations for LUMA Residential, as the 2025 Advocacy365 Malcolm N. Bennett Advocate of the Year award winner. Moya will be recognized at NAA's annual Assembly of Delegates in Atlanta in November.

"Amid turbulent times in the policy world, it is crucial to use your voice to stand up for what you believe in, said NAA President and CEO Bob Pinnegar. "Crystal has done an exemplary job in doing just that, showing the industry what it means to effectively use your voice and story to make a difference. An effective and dedicated advocate for the rental housing industry at the local, state and national levels, Moya has defined what it means to protect the interests of both housing providers and their residents. Moya's advocacy skills have made a significant difference on behalf of the industry, from testifying before the Texas House of Representatives Committees on Urban Affairs to helping provide critical industry perspective to defeat damaging policy proposals. Nationally, Moya has built longstanding relationships with several members of Congress and is a graduate of NAA's inaugural Advocacy Academy in 2024.

At home, Moya also consistently participates in the Texas Apartment Association's (TAA) Day at the Capitol and currently serves as the Vice Chair of TAA's Legislative Committee. The impacts of this, in addition to participating in numerous interviews with the City Council and state representatives, have propelled and created legislative victories and have inspired many future leaders in the multifamily space.

Every fall, NAA recognizes the U.S. rental housing industry's top grassroots advocate. This award, named after former recipient and tireless advocate Malcolm N. Bennett, was one of NAA's most prestigious and recognizes outstanding voluntary contributions to industry advocacy at the local, state and national levels.
