To ask the Minister for National Development (a) whether HDB can consider greater enforcement leniency for motorists who make brief drop-offs or pick-ups at childcare centres, Active Ageing Centres and kidney dialysis centres within HDB estates, particularly where they need to assist young children or elderly patients; and (b) whether adequate short-term stopping areas can be provided at such facilities.

Answer:

HDB estates are planned with car parks and dedicated pick-up and drop-off points, near facilities such as childcare centres, Active Ageing Centres and kidney dialysis centres.

Pick-up and drop-off points are only intended for brief stops. Motorists may use loading and unloading bays, where a reasonable grace period is provided before enforcement action is taken.

Car parks should be used if motorists require more time, as loading and unloading bays have to cater for turnover of different users.
