(Rio Grande City, Texas, Oct. 29, 2026) - U.S. Department of Agriculture Rural Development Texas State Director James Redfield recently visited Rio Grande City, Texas, to announce a $781,000 Emergency Community Water Assistance Grant (ECWAG) for the Union Water Supply Corporation.
This investment will help ensure the long-term reliability of the Union Water Supply Corporation's water supply system by installing a modernized river intake and pumping system designed to address fluctuating water levels in the Rio Grande. The project will provide a sustainable solution that enables the utility to continue delivering water to its customers during periods of drought and reduced river flow.
"This Emergency Community Water Assistance Grant represents an important investment in the long-term reliability and resilience of South Texas' water infrastructure," said Redfield. "The Trump Administration recognizes the unique water challenges facing communities along the Rio Grande and remains committed to helping rural communities address critical infrastructure needs, especially during emergencies that threaten access to essential services. This investment will help ensure that the Union Water Supply Corporation has the tools and technology necessary to provide a dependable water supply for the families, farms, and businesses that rely on it every day."
In addition to this ECWAG award, USDA Rural Development is providing an $8,541,000 direct loan and a $20,404,000 grant through its Water and Environmental Programs to the Union Water Supply Corporation. These funds will support the expansion and rehabilitation of the water treatment plant, as well as the construction of new water lines, helping improve system reliability and meet the Union Water Supply Corporation's current and future water needs.
The funding is provided through USDA Rural Development's Water and Environmental Programs. The Emergency and Community Water Assistance Grant Program helps communities prepare for, or recover from, an emergency that threatens the availability of safe, reliable drinking water. USDA Rural Development offers loans, loan guarantees, grants, and technical assistance to support essential small business, affordable housing, health clinics, emergency service facilities, water and sewer systems, electric and broadband.
