The District Launches Multifamily Electric Vehicle Charging Assistance Program,
Expanding Access to At-Home EV Charging for Residents
WASHINGTON, DC, October 15, 2026- The District Department of Energy and Environment (DOEE), in collaboration with Catalyst Mobility, launched the Multifamily Electric Vehicle Charging Assistance Program. The program offers free technical assistance and rebates to multifamily properties to support the purchase, installation, and maintenance of electric vehicle (EV) charging at or near multifamily buildings in the District.
District residents continue to shift to electric vehicles in record numbers, with the District of Columbia consistently ranking in the top five in the nation for EV market share. However, residents of multifamily buildings often rely on public charging, which often presents many hurdles, in terms of convenience and dependability. To bridge this gap and support the momentum of EV owners in the District, the city has prioritized the delivery of accessible, reliable, convenient, and affordable EV charging for all residents.
DOEE and Catalyst Mobility have taken an important step forward by ensuring multifamily properties have the financial support and technical assistance they need to expand EV charging for their residents. The Multifamily EV Charging Assistance Program aims to fill critical gaps by installing EV charging at or within a short walk of multifamily buildings, enabling residents in multifamily buildings to charge their vehicles near or where they live.

Eligibility
The following entities are eligible to apply to the Multifamily EV Charging Assistance Program:
"By expanding EV charging access where residents live, we are taking a major step toward clean transportation equity in the District," said Richard Jackson, Director of DOEE. "Residents of single-family homes have long enjoyed straightforward access to home charging. This program ensures multifamily households-who often face structural, technical, and financial barriers-are afforded a similar convenience."
This program is funded by $1,000,500 from the Volkswagen Settlement Fund. Mayor Bowser tasked DOEE with managing the $8.125 million in Volkswagen mitigation funds and employing the resources toward reducing criteria air pollutants and greenhouse gas emissions through projects such as EV charging infrastructure.
