In line with Türkiye's objective of full membership of the European Union, the Jean Monnet Scholarship Programme (JMSP) aims to contribute to Türkiye's administrative capacity-building efforts by increasing the number of experts in fields related to the EU acquis.
It is planned to award scholarships to approximately 170 people during the 2027-2028 academic year. The Jean Monnet Scholarship Programme, which is open to anyone wishing to specialise in areas related to the EU acquis, is open to:
public sector employees working in Türkiye (including those employed by professional organisations, chambers, and local governments [municipalities and special provincial administrations] that have public legal personality and are established by law or Presidential decree, as well as development agencies, public development and investment banks, public deposit banks, and similar institutions),
private sector employees working in Türkiye (including those employed by NGOs, resident diplomatic missions, etc.),
academic or administrative staff working at universities in Türkiye,
final-year undergraduate students and postgraduate (master's or PhD) students in Türkiye.

Applications must be submitted in a sealed envelope by mail, courier, or in person to the Central Finance and Contracts Unit (Merkezi Finans ve İhale Birimi) at the address listed below by 27 October 2026:
