Experts from the CIS Member Nations met in Minsk to finalize a draft Comprehensive Programme aimed at creating a common labour market and improving the regulation of labour migration across the Commonwealth.
The meeting brought together representatives of Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan and the CIS Executive Committee. The Interparliamentary Assembly of CIS was represented by Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights Evgenia Vladimirova.
Evgenia Vladimirova presented the IPA CIS Model Law "on Platform Employment"
and Recommendations on harmonized approaches to labour standardization in the context of digital technologies, both adopted on 22 May 2026. The expert group agreed to incorporate these documents into the draft programme.
Participants also reviewed and approved amendments to the draft and confirmed their interest in its adoption by the CIS Economic Council.
The programme is being developed to implement the updated CIS Concept for the gradual establishment of a common labour market, promoting coordinated labour policies, labour mobility and social protection, while expanding the use of digital tools, including biometric identification.
