Chairman Scott, Senator Tillis Introduce the Transit Crime Reporting Act of 2025 to Improve Transit Safety and Accountability

Washington, D.C. - Senate Banking Committee Chairman Tim Scott (R-S.C.), joined by Senator Thom Tillis (R-N.C.), introduced the Transit Crime Reporting Act of 2025. This legislation will strengthen oversight and reporting of crime on American public transportation, as well as implement new strategies to protect riders and transit workers.

The bill requires the Federal Transit Administration (FTA) to enhance its reporting of violent and non-violent crimes to Congress and establishes a task force charged with recommending ways to mitigate violence on public transit.

Chairman Scott understands that Americans deserve to have confidence and stability in their public transportation systems. The Senate Banking Committee, which harbors jurisdiction of the Federal Transit Administration, is committed to ensuring safety and security are addressed in upcoming transit surface reauthorization discussions.

"Every American deserves to feel safe traveling to work, school, or anywhere else on public transit. No one should ever fear for their life while trying to go to school or to and from work. This legislation takes meaningful steps to improve transparency and identify solutions so our communities can rely on safe, secure, and accessible transit," said Chairman Scott.

"The tragic murder of Iryna Zarutska underscored many challenges facing Charlotte and the rest of the nation, including safety concerns on public transit," said Senator Tillis. "By improving how we track violence on public transit, this bill could help us take meaningful steps to ensure riders in Charlotte and across the country can utilize transit without fear."

Background:

The Transit Crime Reporting Act of 2025 will:

  1. Require the Secretary of Transportation to submit an annual report to the Senate Banking Committee and House Transportation and Infrastructure Committee detailing all crimes reported to the National Transit Database (NTD).
  2. Direct the FTA Administrator to establish a task force to identify potential regulatory, deregulatory, or legislative actions by transit agencies that would enhance safety on public transportation.
    1. The 13-member task force will include the FTA Administrator (as chair), five transit agency leaders representing diverse geographies and systems, three representatives of law enforcement agencies, two transit workers, and two representatives from national transit associations.
  3. Mandate the task force to submit recommendations to Congress within two years of enactment, including an interim report due at the end of the first year.
