Pasadena Rent Stabilization Department to Host April Workshop on Habitability and Downward Rent Adjustments

PASADENA, Calif - The Pasadena Rent Stabilization Department (RSD) invites tenants, landlords, and community members to attend its upcoming Monthly Workshop focused on habitability and downward adjustments of rent.

The workshop will take place on Tuesday, April 14, 2026, at 6 p.m. at the Rent Stabilization Department office, 199 S. Los Robles Ave., 1st Floor Conference Room. Residents may attend in person or participate virtually via Zoom at Bit.ly/MonthlyRSDWorkshops.

Under Article XVIII of Pasadena's Charter, tenants have the right to file a petition for a rent reduction if their landlord fails to maintain the unit in a safe and livable condition, reduces or removes previously provided services, or charges rent above the legal limit.

When habitability issues go unresolved, such as inadequate weatherproofing, pest infestations, or lack of hot water, tenants may be eligible to use those conditions as the basis for filing a downward rent adjustment petition. RSD staff will explain how to identify qualifying violations, what documentation to gather, and how unresolved repair issues can move through the petitions process.

The workshop will walk attendees through eligibility requirements and what to expect during the review process. Whether you're a tenant trying to understand your rights or a landlord looking to better understand your responsibilities, RSD staff will be on hand to answer questions and offer guidance.
