In this role, Allen will provide leadership and oversight of the City's public transit system, ensuring safe, reliable, and compliant operations. He has served as acting transit director since September 8, 2025, following the appointment of Michael Collett as city manager, and previously served as transit operations manager for four years.

A U.S. Army veteran, Allen moved to Sioux City 12 years ago after completing his MBA from Webster University in Denver, Colorado, choosing to relocate to be closer to family.
