Board of Supervisors Approves Village Plan for St. Louis

The Loudoun County Board of Supervisors, during its September 10, 2025, public hearing, approved the St. Louis Village Plan.

The St. Louis Village Plan is designed to guide future development, support the community's goals, and address a range of land use, development and quality of life issues, such as community gathering space and walking trails. The St. Louis Village Plan Task Force - comprised of residents, property owners, representatives of Mt. Zion Baptist Church of St. Louis, Banneker Elementary School, the Black History Committee (Friends of Thomas Balch Library), and the Loudoun Historic Village Alliance - worked with county staff to craft the plan.

The plan was informed by community input via surveys, six community meetings, online comments, and two design charrettes. The plan includes information about St. Louis' history, identifies natural and cultural resources, and provides information about existing zoning districts and land uses within the village, including the Village Conservation Overlay District. The plan also includes funding alternatives for water improvements and lays out the need for a public gathering space.

One of the next steps included in the plan's implementation is to initiate a Zoning Ordinance Amendment to address land use and development concerns in St. Louis. The Board already has begun work on some implementation items, such as a speed management study, solutions for individual drinking water concerns and improved road maintenance standards.

As part of the approval, the Board also added an item to the Department of Planning and Zoning Work Plan to nominate St. Louis for the National Park Service's National Register of Historic Places.

The St. Louis Village Plan is the first small area plan for one of the county's 15 Rural Historic Villages that were identified during a previous planning project. The county intends to work with each of the Rural Historic Villages that desires a small area plan.
