VHB Adds Transit + Rail Directors in Pennsylvania and New York

As transit agencies across the Northeast advance major investments in rail modernization, state of good repair, resiliency, and passenger experience, VHB is strengthening its Transit & Rail practice with the addition of two senior leaders. Erica Antoine joins as Director of Transit & Rail for Pennsylvania, and Amir Rashid joins as Director of Transit & Rail in New York City, bringing decades of experience supporting complex transit and rail programs for major transportation agencies.

Based in VHB's Lansdale and Philadelphia offices, Erica will lead Transit & Rail growth and delivery across Pennsylvania. Throughout her 18-year career, Erica has supported major transit agencies including Amtrak, Southeastern Pennsylvania Transportation Authority (SEPTA), NJ TRANSIT, Delaware River Port Authority (DRPA), and Washington Metropolitan Area Transit Authority (WMATA), leading multidisciplinary teams, overseeing large-scale engineering and construction programs, and advancing strategic growth initiatives.

"I've spent my career supporting agencies as they advance the infrastructure their riders depend on every day," said Erica. "VHB's reputation for collaborative, client-focused delivery is exactly the kind of team I wanted to help grow in Pennsylvania."

In New York City, Amir will focus on expanding VHB's Transit & Rail capabilities, bringing more than 20 years of capital delivery and leadership experience in the railroad industry. Amir has directed signal programs across the Northeast Corridor and led signal, power, communication system, and various facility upgrade initiatives for major rail organizations including Amtrak and the Metropolitan Transportation Authority (MTA), managing multi-year capital programs from planning through construction closeout.

"New York's transit agencies are tackling some of the most complex capital programs in the country," said Amir. "I'm looking forward to building a full-service Transit & Rail team at VHB that can support clients at every stage of delivery."

"Transit agencies across the Northeast are making significant investments in infrastructure that improves mobility, reliability, and customer experience," said Joe Pizzurro, Northeast Regional Manager at VHB. "Erica and Amir bring deep technical knowledge, strong agency relationships, and proven leadership delivering sophisticated transportation programs. Their experience expands our ability to help clients navigate every stage of project delivery-from planning and design through construction-while continuing to grow our Transit & Rail practice across the region."

With the addition of Erica and Amir, VHB continues to expand its Transit & Rail team to help clients deliver projects that improve mobility, strengthen system resiliency, connect communities and support economic growth.
