UPDATE: Progress on Public Safety Issues Related to Homelessness in Malibu

The City continues to work closely with our partners at the LA County Sheriff's Department to address encampments citywide. This remains one of our top public safety priorities, and we are making progress every day. This week, Captain Dustin Carr, Commanding Officer of the Malibu/Lost Hills Sheriff's Station (LASD) briefed the City and Supervisor Horvath's team on their recent efforts to address community concerns and options about public safety related to homelessness. All parties continue to work together on solutions to remove encampments in Malibu.

Some efforts underway include:

  • Community Services Department staff collaborated with LASD to develop new Legacy Park signage related to the Very High Fire Hazard Severity Zones and added verbiage regarding the Malibu Municipal Code's camping and encampment regulations.
  • Removed illegal encampments from Surfrider Beach on Oct. 4
  • On Oct. 6, the City, LASD, and LA County Department of Beaches & Harbors addressed an extensive encampment in Westward Beach.
  • LASD, Malibu's Homeless Outreach Team and The People's Concern continue to contact unhoused individuals, provide outreach and conduct enforcement as applicable.
  • Parking enforcement continues at the Malibu Library and Civic Center area. The County has installed new signage to aid in enforcement.
  • LASD is continuing to enforce laws fairly and equally.

The meeting followed the City Council's declaration of a local state of emergency on September 29, 2025. While the City actively removes known encampments year round, this declaration facilitates a more rapid removal of illegal homeless encampments while the Live Fuel Moisture content remains below 65% - a critical level.
