PUC Invites Comment on its Universal Service Fund Program Updates Supporting Print Disability Assistance

The Hawaii Public Utilities Commission has opened Docket No. 2026-0125 to review and establish the State of Hawaii Universal Service Fund (HI-USF) carrier contribution factor and annual fund size effective July 1, 2026.

The HI-USF supports programs that help ensure access to essential telecommunications services statewide. As part of this proceeding, the Commission is updating the definition of "basic service" to include "print disability assistance."

In Order No. 42625 opening the docket, the Commission proposes to:

  • establish a new carrier contribution of 0.00095 for the 2026 HI-USF funding period and each period going forward, until revised otherwise by the Commission;
  • maintain an annual fund size that is representative of a minimum one-month operating fund reserve for the 2026 HI-USF funding period and each period going forward, until revised otherwise by the Commission;
  • set minimum payment and payment plans for telecommunication carriers;
  • designating the use of a third-party administrator.

The Commission invites comments from all currently certificated and active telecommunications carriers on the proposal. Comments must be filed on or before June 22, 2026.
