Hiner Champions Two Bills Passed by Ohio House

State Representative Mark Hiner (R-Howard) today announced that the Ohio House of Representatives has passed House Bill 284, legislation that requires state-funded projects to use American-made iron and steel, and House Bill 563, legislation that regulates ticket sales in an effort to promote transparency and protect Ohio consumers.

House Bill 284 ensures that Ohio's infrastructure is built with high-quality, American-produced materials - supporting the domestic supply chain and promoting manufacturing jobs.

"House Bill 284 is about investing in our state's economy, supporting our workers, and ensuring that Ohio's infrastructure is built to last," said Rep. Hiner, who jointly sponsored the bill with State Rep. Erika White (D-Springfield Township).

HB 284 requires the use of U.S.-made iron in state-funded projects. Current law mandates the use of U.S.-produced steel products in the construction, repair, or improvement of buildings and structures where the project is supported in whole or in part by state funds. This bill expands that requirement to America-made iron.

The House also passed House Bill 563, legislation aimed at protecting Ohioans from deceptive ticket resale practices. HB 563 closes various loopholes in Ohio law that allow online impersonation and brings greater transparency and accountability to the ticket marketplace.

"Ohioans deserve confidence that when they buy a ticket online, they're getting exactly what they paid for. House Bill 563 cracks down on deceptive third-party sellers, protecting customers and Ohio's entertainment venues," said Rep. Hiner, who sponsored the bill.

House Bill 563 implements the following key provisions.

  • Requires certain entertainment providers, original ticket sellers, ticket resellers, and online ticket marketplaces to disclose various aspects regarding sales of tickets - such as an itemized breakdown of all components of the total price.
  • Requires a ticket reseller or online ticket marketplace, within 24 hours after selling a resale ticket, to provide certain additional disclosers regarding ticket purchases.
  • Prohibits certain fraudulent practices in relation to ticket sales.
  • Prohibits an operator, online ticket marketplace, or ticket reseller to sell a ticket unless the ticket is in their possession or constructive possession.
  • States that a violation of the bill's provision is an unfair or deceptive act or practice under Ohio's Consumer Sales Practices law.
    Allows the Attorney General to use all powers and remedies available to enforce the bill's provisions.

Both bills will now go to the Ohio Senate for further consideration.
