Goran Milic, member of the National Assembly's delegation to the South East Europe Cooperation Process Parliamentary Assembly (SEECP PA), took part in the meeting of the SEECP PA General Committee on Social Development, Education, Research and Science held in Ankara on 28 April 2026.
The meeting was attended by members of delegations from Ankara, Athens, Belgrade, Bucharest, Chisinau, Sarajevo, Skopje and Tirana, as well as a representative of the Regional Cooperation Council.
In his address on the topic "Use of AI in Education", Goran Milic stressed that the Republic of Serbia is clearly committed to the responsible and ethical application of artificial intelligence in education, with the aim of improving the quality of teaching and learning. He said that this commitment is also seen in the Strategy for the Development of Artificial Intelligence for the period from 2025 to 2030 and the Strategy for the Development of Education and Upbringing in the Republic of Serbia until 2030, which recognise the importance of digital competencies and envisage their improvement, accompanied by strengthening the teaching profession and ensuring the accessibility of education for all. He emphasised that our approach to the application of artificial intelligence is based on several key areas. First of all, learning about artificial intelligence, which includes understanding its functioning and impact, and the understanding that digital competencies today represent basic literacy and also include the safe, critical and responsible use of technology. He also mentioned the pedagogical application of artificial intelligence, which emphasises the key role of teachers, and added that artificial intelligence can be a powerful ally in teaching, but that it requires a critical and thoughtful approach. He added that learning with the help of artificial intelligence allows for more personalised education and students progressing at their own pace, with the support of modern tools, while the teacher remains the carrier of the educational process. He stressed that Serbia places special emphasis on ethical and responsible use, and that privacy protection, transparency and fairness remain the foundations of this approach. Serbia has also developed support mechanisms for teachers, including the national portal "Artificial Intelligence in Education", as well as programmes to strengthen digital competencies. He said that, at the same time, we are aware of challenges, such as the drop in critical thinking and excessive reliance on technology. He stressed that artificial intelligence cannot replace the teacher, nor his pedagogical assessment and support for students. Our goal is therefore clear: artificial intelligence improves education, but does not violate its core values, and that the direction in which we are developing the Framework for Generative Artificial Intelligence in Pre-University Education. He concluded that artificial intelligence is not a goal, but a means, and that it is up to us to use it wisely, in the service of knowledge, development and equal opportunities for all.
