Call for Migrant Workers' Engagement (MWE) grant application

We are inviting Singapore-registered organisations to submit applications to set up and operate temporary pop-up spaces at organisations' identified venues to support the social and recreational needs of migrant workers (MWs).

What is the MWE grant

The MWE grant is a funding initiative by MOM to support the social and recreational needs of MWs. MOM will provide a grant to fund organisations to set up and operate temporary pop-up spaces to:

  • Provide MWs with additional options for recreation
  • Enhance MWs' access to recreational facilities at different locations in Singapore

These pop-up spaces are intended to be welcoming environments where MWs can meet their social and recreational needs during their rest days.

Successful applicants must run these pop-up spaces on Sundays or public holidays as part of a 6-month pilot programme from 1 October 2026 to 31 March 2027.

Eligibility criteria

To be eligible for the grant, you must fulfil these criteria:

  • Be a Singapore-registered organisation.
  • Have prior experience in organising at least one similar-scale event for at least 100 MWs within the last three years.
  • Propose a site for the pop-up space. Sites in areas popular with MWs will be preferred.
Applicants are to source and secure the sites for these pop-up spaces and to state these sites in the grant application. Sites in areas popular with MWs on their rest days, such as Little India, Kallang, Geylang and Chinatown, are preferred.

MOM reserves the right to reject applications from any applicant who has acted in a manner that is damaging or potentially damaging to MOM's interests and reputation.

Details of the pop-up space

You must be able to operate the pop-up space for MWs:

  • At least twice a month
  • On Sundays or public holidays
  • For a 6-month pilot period from 1 October 2026 to 31 March 2027
  • For a minimum of three hours per day of operation

Funding support

Successful applicants can receive up to $250,000 of funding support over the 6-month operating period.

What costs are supported by the grant

The grant supports costs which are necessary to set up and operate the pop-up space throughout the 6-month pilot period, including:

  • Infrastructure set-up such as furniture and equipment
  • Staffing costs
  • Utilities and maintenance
  • Programming and events such as goodie bags, prizes or vouchers
  • Marketing and publicity
  • Production materials and logistics
  • Licensing, legal and professional service fees
  • Insurance
  • Volunteer's meals
  • Transport
Costs for venue rental and cash prizes are not supported

The grant is intended to cover actual costs incurred. Please refer to Clause 4.1 of the funding agreement for full details.

Grant disbursement

The grant will be disbursed in three stages:

  1. Up to 50% of the requested amount will be disbursed upfront before start of operations, to support initial setup costs
  2. Up to 40% of the requested amount will be disbursed upon:
    • Completion of proposed activities
    • Completion of operational requirements
    • Submission of proper documentation
  3. Up to 10% of the requested amount will be disbursed upon achievement of visitorship target as set out in the funding support table.
The requested amount is the grant amount you have requested in your application, subject to MOM's approval.

Submission of application form

Before submitting your application form, please read the funding agreement carefully. It outlines the requirements that appointed operators must fulfil and the terms and conditions of the grant.

All application forms must be submitted by 30 July 2026, 11:59pm. You will need your organisation's Corppass to do so. If you are interested to run more than one pop-up space, please submit a separate application form for each pop-up space. Late submissions will not be accepted.

An optional online briefing on the details of the grant will be held on 9 July 2026, Thursday, 10am to 11am. If you are interested in attending the briefing, register your attendance by 7 July 2026, 11:59pm. The link for the online briefing will be sent to you on 8 July 2026.
