Public consultation on European Social Security Pass (ESSPASS) launched

The European Commission has launched a public consultation to prepare a proposal for a European Social Security Pass (ESSPASS), part of the Fair Labour Mobility Package to be adopted in autumn 2026.

ESSPASS aims to help individuals moving or working in different EU countries exercising their social security rights more easily. It introduces a digital solution for the secure and rapid verification of social security documents, cutting down on cumbersome procedures for individuals, businesses, and national authorities, while also reducing the risk of fraud.

The Commission is inviting input from individuals, national authorities, businesses, healthcare providers and other relevant stakeholders. The Commission wishes to hear about the difficulties faced in proving and verifying social security rights and insurance status across Europe, as well as opinions on the potential impact of ESSPASS.

The public consultation is open until 16 April 2026.
