In support of its commitment to housing for all in the unincorporated area, the Board of Supervisors approved the proposed Harmony Grove Village South project which will produce 453 new homes.
Located in an area west of Escondido called Elfin Forest-Harmony Grove, 10 percent of the homes are designated as affordable units. The development will feature single and multi-family for-sale options, 5,000 square feet of commercial-civic uses, four acres of private and public parks, approximately two miles (11,000 feet) of public multi-use trails and pathways and approximately 35 acres of biological open space.
The Board's decision followed the Planning Commission's approval in August 2025. For more information on the County's housing efforts, visit its Housing Blueprint plan, and the Housing and Community Development site.
