Washington, D.C. - Congresswoman Julie Fedorchak (R-ND) today voted in favor of H.R. 5371, the Continuing Appropriations and Extensions Act, 2026. This Continuing Resolution (CR) is a short-term funding measure that prevents a government shutdown on October 1, 2025, and keeps federal operations running at current funding levels through November 21, 2025.
"While Continuing Resolutions aren't long-term solutions, they are necessary to avoid costly government shutdowns that disrupt government services and impact seniors, farmers, veterans, and working families," Fedorchak said. "Today's CR allows us to continue FY26 appropriations negotiations as we return to budgeting through regular order."
The CR passed with 212 Democrats-all but one House Democrat-voting to shut down the government. "There's no rational reason for Democrats to oppose a CR that maintains funding levels they've already supported. A vote to shut down the government is a vote to force our troops, border patrol, TSA agents, air traffic controllers, and federal law enforcement to work without pay," Fedorchak added.
The Continuing Appropriations and Extensions Act, 2026:
Continues government funding at current levels through November 21, 2025, or the enactment of an applicable full-year appropriations act, whichever occurs first.
Allows the Department of Agriculture to continue providing food assistance to low-income women, infants, and children for the duration of the CR.
Provides the Department of Defense with authorities to fund the Virginia Class Submarine Program.
Extends the Cybersecurity Information Sharing Act, set to expire on September 30th, through the duration of the CR.
Extends the authorization for the Department of Homeland Security to mitigate the threat that unmanned aerial systems pose to the security of facilities or assets.
Extends programs at the Department of Veterans Affairs to ensure our veterans continue to receive the care and benefits they have earned.
Extends expiring health care programs through the duration of the CR, including community health centers and other public health programs, payments to rural and underserved hospitals, and Medicare telehealth flexibilities.
Carries forward extensions of programs included in previous continuing resolutions, including Temporary Assistance for Needy Families and the National Flood Insurance Program.
House Republicans have advanced all 12 appropriations bills out of committee and three through the full House, the first time since FY19.
