Baldwin Helps Deliver $20M for Infrastructure Upgrades at Port of Manitowoc

WASHINGTON, D.C. - Today, U.S. Senator Tammy Baldwin (D-WI) announced she helped secure $20 million for infrastructure updates at the Port of Manitowoc through the Baldwin-backed Bipartisan Infrastructure Law and annual funding legislation. The project upgrades the port so it can handle grain shipments more efficiently, increasing storage space, updating equipment, and expanding rail connections to make transportation faster and smoother. Senator Baldwin also advocated for Department of Transportation Secretary Sean Duffy to fund this project.

"Investing in our ports is an investment in our Made in Wisconsin economy. Our ports keep Wisconsin goods moving to market, allow our small businesses and farmers to compete on a global stage, and support local economies across the state," said Senator Baldwin. "I'm proud to bring home this investment for the City of Manitowoc to upgrade their port infrastructure and help increase efficiency for Wisconsin businesses, farmers, and consumers."

The Manitowoc project is funded through the U.S. Department of Transportation's Maritime Administration's (MARAD) Port Infrastructure Development Program, which supports investments to strengthen supply chain reliability, create workforce development opportunities, enhance freight efficiency, lower costs, reduce emissions, and improve the safety, reliability, and resilience of our ports. In Fiscal Year 2025, the Bipartisan Infrastructure Law invested an additional $450 million into the Port Infrastructure Development Program, along with an annual appropriation of $50 million, totaling $500 million in Baldwin-backed support for this program.

This $20 million award for the City of Manitowoc will support the Midwest Multi-Modal Development Project (M3DP). The City of Manitowoc and project partners Briess Malt & Ingredients, Co, and Briess affiliate Grainshore LLC will utilize this federal funding through the M3DP to update port infrastructure, increase storage capacity, and improve how grain is stored and moved between ships, trains, and trucks. The proposed project will establish a Midwest grain hub, supporting farmers and businesses moving products across the U.S. and overseas more reliably and efficiently.
