Presentation of Credentials Ceremony 30 June 2026
The following foreign Heads of Mission presented their credentials to President Tharman Shanmugaratnam in separate ceremonies at the Istana today:

Ambassador Abakar Saleh Chahaimi is concurrently Ambassador of the Republic of Chad to Cambodia, Indonesia, Laos, Malaysia, Mongolia, Myanmar, the People's Republic of China, the Philippines, the Republic of Korea, Timor-Leste, Thailand, and Vietnam.
Prior to these appointments, Ambassador Chahaimi served as Ambassador to the Federal Republic of Nigeria from 2020 to 2024. Earlier in his career, he spent over twenty years in service to the late Marshal of Chad and former President of the Republic, first as Official Interpreter and subsequently as a Roving Ambassador.
Ambassador Chahaimi pursued higher education at Syracuse University, the Institute of Education of the University of London, and Marien Ngouabi University in the Republic of the Congo.
Ambassador Chahaimi is fluent in English, French and Arabic. He is married and the father of seven children.

Prior to her appointment as Ambassador of the Republic of Serbia to Singapore, Ambassador Golubović-Duboka served as Minister Counsellor at the Embassy of the Republic of Serbia in Tokyo, Japan. In addition to her appointment as Ambassador to Singapore, she is also concurrently Ambassador of the Republic of Serbia to eight other countries in Southeast Asia, including the Republic of Indonesia, and also ASEAN.
Ambassador Golubović-Duboka has had an extensive career, spanning over three decades in the public sector. After serving as an Expert Associate at the District Court in Belgrade, she joined the Ministry of Foreign Affairs in 1998 and has since served in diverse domestic and international roles. These include Serbia's diplomatic Missions in Cyprus and Croatia, alongside key advisory positions in Belgrade focused on international legal affairs, human rights, and protocol matters.
Ambassador Golubović-Duboka holds an undergraduate degree from the Faculty of Law at the University of Belgrade and subsequently initiated her Master's studies at the same institution. She passed the Bar Examination under the Ministry of Justice in 1996 and graduated from the Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Serbia in 1998.
Ambassador Golubović-Duboka is married and has one child. She is fluent in English, French and Russian.
