On Saturday, July 4, 2026 at 6:03 a.m., Portland Police officers assigned to Central Precinct responded to a report of shots heard in the area of Southeast Grand Avenue and Southeast Washington Street. When they arrived, they located evidence of gunfire and began an investigation. A short time later, they learned that a male gunshot victim had arrived at a hospital. He was treated for serious injuries, stabilized, and is expected to survive. The suspect left the scene, and no immediate arrests were made. The Focused Intervention Team (FIT) and the Enhanced Community Safety Team (ECST) responded to the scene to investigate the shooting. A website to submit tips was established. On Sunday, July 5, 2026 at 2:58 a.m., Portland Police Officers assigned to Central Precinct responded to the area of Southeast 6th Avenue and Southeast Washington Street on reports of shots fired. Officers found evidence of gunfire at the scene and property damage. They closed the crime scene, interviewed witnesses, and collected evidence. ECST responded to help. An adult male later arrived at the hospital with a gunshot wound, and investigators believe he was hurt at this incident. His injuries are serious but not believed to be life threatening. Both shootings were summarized in a press release on July 6, 2026. Chief Bob Day spoke to the news media about it that same day and a recording is available on YouTube.
On Tuesday, July 7th, 2026, at 1:43 a.m., in the area of Southwest 11th Avenue and Southwest Washington Street, a woman reported that she had been robbed and assaulted in a vehicle by three men. During the assault she managed to escape the car. She suffered injuries but was not transported to the hospital (case 26-196477).
ECST Detectives led the investigations into the July 4th and July 5th shootings and identified a primary suspect, Michael D. Herring, Jr, 32, of Portland. The Detectives worked with the Multnomah County District Attorney's Office to present the case to a Grand Jury and obtained an arrest warrant for Herring related to the July 4th shooting. The July 5th shooting remains under investigation.
Detectives also connected Herring to the July 7th robbery case, and identified Jazman A. Moore, Jr, 25, of Portland, as a second suspect.
On July 9, 2026 at 12:30 p.m., ECST officers arrested Michael Herring. Herring was booked into the Multnomah County Detention Center (MCDC) on charges of Attempted Murder in the Second Degree, Assault in the First Degree, Assault in the Second Degree (2 counts), Robbery in the First Degree (2 counts), Felon in Possession of a Firearm, and Unlawful Use of a Weapon (3 counts).
Following the arrest, ECST Detectives, assisted by members of the PPB Special Emergency Reaction Team (SERT) and the Crisis Negotiation Team (CNT), working in partnership with the Federal Bureau of Investigation (FBI), served a search warrant at a home in the 12600 block of Southeast Taggart Street.
During the operation, Jazman Moore attempted to flee by running across rooftops and a discarded a firearm was located on one of the roofs. Officers recovered the firearm and took Moore into custody.
Jazman Moore was booked into the Multnomah County Detention Center on charges of Robbery in the First Degree, Assault in the Second Degree, and Assault in the Third Degree.
Gun seized in Hillsboro warrantOn July 10, 2026, an additional search warrant was served in Hillsboro, Oregon by PPB and the FBI, and another firearm was seized.
"I'm immensely grateful that these suspects are in custody, ending their ability to continue committing violent crimes and starting the process of getting justice for the victims," said Chief Bob Day. "These arrests were made in only a few days and were only possible by the expeditious efforts of numerous Portland Police Officers, Detectives, and Criminalists, and our partnership with the District Attorney's Office and the FBI. I offer my sincere thanks to all involved."
These arrests are the result of the coordinated efforts of the ECST, FIT, SERT, CNT, PPB patrol officers who responded to the initial incidents during the busy Fourth of July holiday weekend. PPB is also grateful for the assistance of the FBI.
