Shanghai unveiled its 15th Five-Year Plan (2026-2030), outlining an ambitious roadmap to accelerate new industrialization and build a modern industrial system.
The plan sets a target of raising value-added industrial output to more than 20 percent of the city's GDP by 2030, with strategic emerging industries accounting for over 50 percent of total output of industries above designated size - those with an annual revenue of at least 20 million yuan ($2.96 million).
In the integrated circuit sector, the city will develop high-end electronic design automation and intellectual property cores, advancing high-performance computing chips, general-purpose processors, storage chips, and smart sensors to internationally advanced levels.
Manufacturing and packaging capabilities will be enhanced through the accelerated construction of major production lines and process iteration.
The biopharmaceutical industry will receive support for the development of original drugs and high-end medical devices, with end-to-end integrated services from early discovery to commercial production.
Artificial intelligence development will focus on computing power, large models, and embodied intelligence. The city will strengthen its capabilities in smart computing chips, optimize its intelligent computing infrastructure, and build a citywide computing network.
For intelligent connected vehicles, Shanghai will prioritize mass production of L3 and L4 autonomous driving, alongside core components such as vehicle-grade chips and onboard software.
High-end equipment manufacturing will focus on mass production of the C919 jetliner, and research and development of the C929, as well as commercial space projects, including the Qianfan Constellation, also known as Spacesail Constellation. The sector will also advance the innovation of large liquefied natural gas carriers and cruise ships.
Future industries, including quantum technology, brain-computer interfaces, controlled nuclear fusion, biomanufacturing, and sixth-generation mobile communications (6G), are expected to generate an additional output value of more than 100 billion yuan ($13.93 billion).
By 2030, Shanghai aims to achieve more than 300 breakthroughs in core technologies and to build 500 advanced smart factories.
The plan encourages foreign-invested manufacturing enterprises to increase their reinvestment in China, while supporting leading domestic enterprises in expanding their global presence and developing international operations in a measured and orderly manner.
Key pilot reform platforms, including Pudong New Area, Lin-gang Special Area, and Hongqiao International Central Business District, will leverage their institutional advantages to facilitate innovation, particularly in areas such as bonded operations for integrated circuits and cross-border remanufacturing. The plan also calls for the broader opening-up of value-added telecommunications services.
Shanghai will continue to host flagship events and exhibitions, including the World Artificial Intelligence Conference, the China International Industry Fair, and the World Design Cities Conference, while delivering high-quality editions of the World Radiocommunication Conference and the Radiocommunication Assembly.
The plan calls for leveraging synergies among the city's "five centers" to support enterprises in establishing Asia-Pacific and global supply chain hubs, develop integrated channels for logistics,
capital, technology, and trade, and strengthen Shanghai's global service capabilities. An international trading center for electronic materials will also be established.
The plan places particular emphasis on AI-driven manufacturing transformation. By 2030, the city aims to ensure that the penetration rate of digital production equipment and the adoption rate of AI agent applications among major industrial enterprises both exceed 80 percent.
Shanghai will upgrade its digital infrastructure to support "dual 10-gigabit" connectivity across both 5G-Advanced mobile and fixed broadband networks. It will advance "5G + Industrial Internet" integration, build a satellite internet city, pioneer commercial 6G applications, and deliver seamless space-air-ground-sea network coverage.
The city will further optimize its industrial layout, focusing on 10 city-level key industrial chains and 25 district-level leading industries, with the goal of building 50 district-level 100-billion-yuan industrial clusters.
Traditional industries, including chemicals, steel, and light industry, will undergo digital and green transformations. Shanghai will accelerate the transition from oil refining to chemical production and from chemical production to advanced materials, while upgrading specialty premium steel and enhancing its capability to develop and supply green and smart products.
The development of new-generation electronic information will focus on AI smartphones, AI computers, and AI servers. The city will also advance 5G-A chips and 6G communication technology, and promote mass production of satellite communication equipment.
In the new energy and green low-carbon sector, Shanghai aims to achieve breakthroughs in advanced energy equipment, including small modular reactors and fusion reactors, while upgrading offshore wind power facilities to a capacity of 16 to 20 megawatts.
The city will develop long-duration energy storage technologies, including high-conductivity solid electrolytes for all-solid-state batteries and flow batteries, alongside the green hydrogen and ammonia industries.
A total of 50 city-level intermediate testing platforms will be established to accelerate the commercialization of innovations in areas such as humanoid robots and commercial space.
Shanghai will launch a high-level talent recruitment campaign, granting enterprises greater autonomy in attracting and introducing talent.
