VIZZIO Appoints Luis Phay as Chief Growth Officer to Accelerate Regional Expansion

SINGAPORE, 14 August 2026 - VIZZIO Technologies is pleased to announce the appointment of Luis Phay as Chief Growth Officer, strengthening the company's leadership team as it deepens its presence across government, defence, homeland security, and enterprise customers, and expands its network of strategic partnerships across the region.

Luis will lead VIZZIO's commercial growth and go-to-market strategy, driving business development, key account relationships, and regional partnerships across Asia-Pacific and the Middle East.

Luis brings more than 20 years of leadership experience spanning security management, operations, and business development. Most recently, he served as Managing Director, Group Security Systems at Certis International in Qatar (2021-2025), where he held full P&L responsibility for a business of more than 6,000 staff at its peak, delivering strong commercial outcomes across aviation, hospitality, commercial, banking, and government sectors - including through the challenges of the COVID-19 period.

Before entering the private sector, Luis served for nearly two decades in the Singapore Armed Forces, where his career was defined by command responsibility, operational discipline, and leadership under pressure. He commanded the 1st Commando Battalion and served as Deputy Commander of the Singapore Armed Forces' Special Operations Forces. His other senior appointments included serving as Defence Attaché in Manila and Deputy Commander of Singapore's National Contingent deployed to Afghanistan under the International Security Assistance Force (ISAF).

Luis holds a Bachelor of Science in Engineering from Nanyang Technological University (NTU), a Postgraduate Diploma in Security and Risk Management from the University of Leicester (UK), and a Master's degree from the National Institute of Education. He is ASIS-certified (CPP, PSP) and holds the CISSP credential.
