Action Taken on Legislation by Governor Phil Scott - March 26, 2026

Montpelier, Vt. - Governor Phil Scott announced action on the following bill, passed by the General Assembly.

On March 26, Governor Scott signed a bill of the following title:

  • S.60, An act relating to establishing the Farm and Forestry Operations Security Special Fund to provide payments for farm and forestry operation losses due to weather conditions

When signing S.60, Governor Scott sent the following letter to the General Assembly :

Dear Legislators:

Today I signed S.60, an act relating to establishing the Farm and Forestry Operations Security Special Fund to provide payments for farm and forestry operation losses due to weather conditions. I completely support this effort to streamline a process for allocating available financial resources to farm and forestry operations that suffer damage from weather-related events.

But it's important to note, this bill does not include any funding for weather event relief and it remains to be seen whether the Security Special Fund receives any funding in the future.

There is also a technical issue with the bill concerning separation of powers that I've been assured by the chairs of Agriculture in the House and Senate will be rectified in an upcoming bill before the end of the session.
