San José State University has been ranked the #1 university for international student employment outcomes and value by FrogHire.ai, LLC, a WholeRen Group company formerly known as F-1 Hire. The 2025 FrogHire Career Outcome University Ranking, released today, shows an objective, data-driven benchmark designed to help international students evaluate the return on investment (ROI) of American universities.
SJSU tops the list once again, beating out Stanford and reflecting its high return-on-investment (ROI) and strategic location in Silicon Valley. SJSU is credited with strong employment outcomes for international students and a good balance between tuition cost and earning potential. San José State also ranks high in Program Electronic Review Management (PERM) counts, a labor certification process that employers must undergo when sponsoring certain foreign workers for employment-based green cards. This reflects the market demand for international talent in technology and engineering sectors.
The ranking leverages verified data sources from the U.S. Department of Education, the U.S. Department of Labor and U.S. Customs and Immigration Services (USCIS) to provide students with a transparent understanding of the financial and career outcomes linked to their education.
The 2025 ranking expanded to 339 universities from 275 last year and is built on four key factors: the average salary of international graduates, the salary-to-tuition ratio, the ratio of international students to PERM applications (green card density), and the total number of PERM applications filed for alumni. There are no ties, and the ranking is free of any subjective surveys, giving international students a clear and actionable guide to their educational investment.
This ranking comes just weeks after Money Magazine gave SJSU a 5-star ranking in recognition of its graduation rates, typical prices and borrowing amounts and outcomes such as median alumni salaries and the share of recent grads with jobs. Other contributing factors to San José State's 5-star rating include the number of student organizations on campus, amount of club sports, and initiatives and centers ensuring students from all backgrounds can find a community on campus.
