Defending Europe, deterring Russia: Resources, readiness and resolve

Europe is facing years of maximum danger. Russia's war of aggression against Ukraine is grinding on, and its hybrid pressure against Europe is intensifying just as uncertainty grows over future US engagement in Europe. Europeans must take greater ownership of their own defence.

This Chaillot Paper examines how Europeans can strengthen deterrence against Russia in the context of a reduced US role. It argues that success rests on three foundations: resources, readiness and resolve.

The contributors to the volume explore the political, military, industrial, technological, energy and societal dimensions of building up Europe's defences. They identify the steps needed to reinforce deterrence and enhance Europe's ability to withstand coercion and aggression in a harsher strategic environment.

The key message is that Europe has the means to defend itself. The challenge is to move faster and more pragmatically, work together more effectively and sustain the political will needed to bolster European security.
