FREDERICK, Md. - Philip Tepper of the Interagency Information Technology Division's Digital Workplace Services team has been selected as the recipient of the Visionary Award by BrainStorm. This award recognizes Tepper's work in equipping colleagues with the knowledge and skills they need to effectively use innovative technology.

Tepper's recognition reflects his leadership in advancing innovative tools that encourage employees across Frederick County Government to be engaged, proficient, and productive.
His work has included launching Microsoft 365 Copilot, designing a people-first engagement strategy, and sharing best practices with peer counties and regional partners. These efforts have helped to position Frederick County as a leader in public sector innovation.
Tepper represents the Digital Workplace Services team, a newly formed unit that empowers County employees to use technology and innovation to achieve their goals. The team's work directly supports key initiatives outlined in County Executive Fitzwater's Transition Report including encouraging a culture of innovation, breaking down siloes, and developing an enterprise-wide approach to technology.
Tepper's award is a milestone for the Digital Workplace Services team and a testament to the County's commitment to fostering a culture of innovation and enterprise-wide thinking. The award was presented at the 2025 BrainStorm Digital Employee Experience Stormies.
