State Visit of H.M. Sultan of Oman

The President of the Government of Spain, Pedro Sánchez, has received the Sultan of Oman, H.M. Haitham Bin Tariq Al-Busaid, at the Moncloa Palace as part of his state visit to Spain.

The meeting served to strengthen bilateral relations and advance a relationship based on dialogue, sustainability and mutual benefit. During the day, a Joint Declaration was adopted and an international treaty and six Memoranda of Understanding (MOUs) were signed.
During their bilateral meeting, the President of the Government of Spain and the Sultan of Oman discussed the main issues on the regional and international agenda, as well as strengthening economic and trade relations between the two countries. Both leaders agreed that the situation in Gaza remains extremely fragile and underlined the importance of maintaining the ceasefire and preserving the space for dialogue opened up by the Sharm el-Sheikh agreement. They also reiterated the need to continue efforts to move towards the implementation of the two-state solution.
In the economic sphere, they highlighted the commitment of Spanish companies to Oman's development in strategic sectors such as desalination and water treatment, waste management, renewable energies, railway infrastructure, defence and culture. In this regard, they emphasised the positive progress of financial cooperation and the desire to further expand co-investment mechanisms between the two countries.

Among the agreements signed, most notable were those relating to the clean energy transition and the sustainable management of water resources. In the first of these, Spain and Oman have agreed to strengthen their cooperation in renewable energies, green hydrogen, energy efficiency and smart grids, promoting training, research and knowledge transfer to move towards a zero-emissions economy. In the second, both countries agree to promote technical and scientific collaboration in the management, development and protection of water, with special attention to desalination, reuse and efficiency in its use.
A Memorandum of Understanding on Investment was also signed, establishing a framework to boost investment in areas of high economic and social impact for both countries in key sectors such as industry, agriculture, energy, infrastructure, logistics, technology and tourism.
Three other Memoranda were also signed in the fields of agriculture, livestock and food safety; transport and infrastructure; and culture, youth and sport. Finally, an international treaty was adopted for the exemption of visas in diplomatic, official and service passports.
