On behalf of the California Association of Sanitation Agencies (CASA), the Central Valley Clean Water Association (CVCWA), and the Association of California Water Agencies (ACWA), thank you for the opportunity to provide comments to the State Water Resources Control Board (SWRCB) on the proposed Core Water Quality Regulatory Fee Schedules for the FY 2026-27 (26-27 Waste Discharge Permit Fund). CASA represents over 150 public agencies and municipalities that engage in wastewater collection, treatment, recycling, and resource recovery. CVCWA is a non-profit association of public agencies located within the Central Valley region that provides wastewater collection, treatment, and water recycling services to millions of Central Valley residents and businesses. ACWA represents approximately 470 local public water agencies that supply water for domestic, agricultural, and industrial uses to over 90 percent of California's population. Our public agency members pay a variety of fees to support the SWRCB's programs, such as National Pollutant Discharge Elimination System (NPDES) and waste discharge requirement (WDR) fees for wastewater treatment plants, WDR fees for collection systems enrolled in the Sanitary Sewer System Waste Discharge Requirements Order, and other categories for activities that vary by agency.
