Chairman Rick Scott, Ranking Member Kirsten Gillibrand to Lead Hearing Examining Transparency and Country-of-Origin Labeling Proposals for Generic Drugs

WASHINGTON, D.C. - Tomorrow, Thursday, January 29, Senator Rick Scott, chairman of the U.S. Senate Special Committee on Aging, and Ranking Member Kirsten Gillibrand will convene a hearing entitled "Truth in Labeling: Americans Deserve to Know Where Their Drugs Come From." The hearing will focus on the lack of transparency surrounding the country of origin for generic drugs and active pharmaceutical ingredients sold in the United States. Many prescription medications are manufactured in China or India, often with limited oversight, leaving patients and health care providers in the dark about where their medicines are coming from. Committee members and expert witnesses will examine the potential risks this poses to patients and the drug supply chain and discuss potential legislative solutions - including requiring clear labeling of a drug's origin, to improve transparency and incentivize domestic pharmaceutical manufacturing.

This hearing follows a bipartisan investigative report by Chairman Scott and Ranking Member Gillibrand to strengthen oversight of America's pharmaceutical supply chains and expose the U.S.'s dangerous overreliance on foreign-manufactured generic drugs. Additionally, Chairman Scott and Ranking Member Gillibrand have sent more than a dozen letters to federal agencies and industry leaders requesting information and to ensure greater transparency and accountability.

Witnesses for the hearing will include:

  • Dr. John Gray, Ph.D., Dean's Distinguished Professor of Operations, Fisher College of Business, The Ohio State University, Columbus, OH
  • Stephen Colvill, MBA, Assistant Research Director, Duke Margolis Institute for Health Policy, Durham, NC

WHEN: Thursday, January 29, 2026

9:30AM ET

WHERE: Dirksen Senate Office Building, SD-608
