Enhanced Police Presence in Licensed Establishments

Over the coming months, members of the public may observe an increased presence of uniformed Winnipeg Police Service (WPS) officers in and around Winnipeg bars, lounges and other licensed establishments.

WPS officers will conduct walk-throughs and proactive patrols of licensed establishments and venues to enforce Section 32(1) of The Liquor, Gaming and Cannabis Control Act, which provides authority to remove individuals whose presence creates a risk of violence or an increased possibility of violent conduct by or against that individual.

Removal efforts will strategically target gang members and individuals involved in or associated with organized crime, with priority given to those who pose the greatest risk to public safety.

Under Manitoba's liquor regulations, licensed establishments can prohibit gang identifiers and may refuse entry to, or remove, individuals who do not follow these requirements. Failure to comply with a direction to leave may result in a fine under Section 32(3) of The Liquor, Gaming and Cannabis Control Act or, where applicable, arrest under the Criminal Code.

The WPS is working with bar and lounge operators to help them understand the requirements and support consistent, fair enforcement. Licensees are encouraged to ensure staff are familiar with their establishment's policies and to apply those policies consistently and fairly. Together, these efforts are intended to reduce gang activity, help prevent violence, and maintain a safe environment for patrons and staff.
