On 3 October 2025, a high-level meeting of the countries of the Shanghai Cooperation Organisation and the League of Arab States was held in Astana as part of the Kazakhstan Energy Week 2025. The theme of the event was Climate Change and Sustainable Energy.
The discussions were attended by high representatives of the SCO and Arab League member states, as well as a number of SCO dialogue partners and international regional organisations.

The delegates held an in-depth discussion of the challenges posed by climate change and the haphazard development of energy sectors, and advanced proposals to strengthen cooperation between the SCO and Arab League member states in this area.

SCO Deputy Secretary General Ahmad Saidmurodzoda expressed gratitude to the Kazakh side for proposing to hold the first ever joint SCO-Arab League event. He briefed the participants about the current state and prospects for the environmental and energy cooperation between the SCO member states, in particular, about the meetings of their environmental protection ministries and departments, as well as about the provisions of the Agreement on Cooperation in the Field of Environmental Protection, the intergovernmental Agreement on Combating Climate Change, the Strategy for the Development of Energy Cooperation until 2030 and the roadmap for its implementation. He also reported on the progress of negotiations for establishing a special working group on climate change.

The Deputy Secretary General pointed out that combining the SCO and the Arab League experience and resources should open up broad prospects for partnership in the interests of transition to low-carbon and affordable energy.
Following the event, the participants adopted a Joint SCO-Arab League Statement on Climate Cooperation and Sustainable Energy.

The Memorandum of Understanding between the SCO Secretariat and the Arab League General Secretariat was signed on 15 September 2022 in Samarkand, Uzbekistan.
