The joint European Union and Council of Europe project "Balance S4: Strengthening the Safety and Service pillars of the Saint-Denis Convention" has published nine episodes of the Balance S4 mini-series on safety and service at sports events. These interviews offer valuable insights into the concept of safety and service at sports events through the perspectives of experts from diverse fields, from decision makers, police officers, stadia safety inspectors, architects, civil servants to stadium managers.
This series aims to highlight best practices in making sports events safer and more welcoming, share lessons learned and include examples of "near-missed" situations encountered by these professionals.
The "Balance S4" joint project aims to support Council of Europe member states in reinforcing the safety and service pillars of the Saint-Denis Convention at national, regional and local levels, to achieve the right balance with the security pillar. "Balance S4" is co-funded by the European Union and the Council of Europe and is implemented by the Council of Europe's Sport Division for 24 months, from 1 January 2024 until 31 December 2025.
