Situation of human rights in Belarus

EU Introductory Statement

Mr. President,

I have the honour to present on behalf of the European Union, the draft resolution L.14 entitled "Situation of human rights in Belarus".

The gross, systematic and widespread human rights violations in Belarus continue being documented by the Group of Independent Experts, the Special Rapporteur on Belarus, but also by thematic Special Procedure mandate holders and treaty bodies.

These mechanisms have expressed deep concern about the widespread and systematic practice of arbitrary arrests and detention, inhumane conditions of detention, reports of deaths and torture and deprivation of medical services as well as continuing systematic impunity for human rights violations.

L.14 reflects the serious situation of human rights in Belarus, including the issue of enforced disappearances and acts of transnational repression intended to harm individuals outside of Belarus.

The text also notes positive developments, such as the recent releases of some political prisoners while expressing serious concern at reports of forced expulsions or deportation to third countries.

Regretfully, the resolution is again called to a vote, focusing on the lack of consent of the country concerned. However, this Council needs to fulfil its core mandate and address gross and systematic human rights violations that persist in Belarus.

Victims of ongoing repression, including of crimes that may amount to crimes against humanity deserve justice. The investigations by the Group of Independent Experts and their evidence gathering are indispensable for ensuring accountability. The mandate of the Special Rapporteur is one of the last resorts for the civil society to be heard. He is ready to provide recommendations and assist Belarus in its compliance with its international human rights obligations.

Both mandates wish to engage. The EU urges the Belarusian authorities to cooperate fully with international and regional human rights monitoring mechanisms.

We would like to express our sincere gratitude to all delegations that have engaged in the negotiations.

By adopting this draft resolution, the Council will send a strong message of support to the victims and their families. It will help uphold civil, cultural, economic, political and social rights in Belarus and the fight against impunity.

We call upon all members of this Council to support the adoption of this resolution.
