The City of Fairfield mailed the first batch of automatic partial Landscaping and Lighting Maintenance District, or LLMD, refund checks on July 29, 2026. The refunds follow the Thacker v. City of Fairfield Final Stipulated Judgment and the City Council's May 5, 2026, authorization of expanded LLMD refunds.
The first batch went to eligible property owners in LLMDs 1, 3, 6, 7, 8, 11, 12 and 13 who owned their properties throughout the full eligibility period, from tax year 2022-23 through tax year 2025-26.
Refund amounts differ by district. Each automatic partial refund reflects the difference between the assessment rate established in 1996 and the assessment rate paid during each eligible tax year. The City expects to issue a second batch of automatic partial refunds by the end of August to eligible current property owners who purchased their property during the eligibility period.
Property owners seeking a full refund, including former owners who have moved, must submit a claim form to verify eligibility, identity and mailing address. A Solano County property tax account must be in good standing to qualify.
