1. Purpose. This message announces the Fiscal Year 2027 (FY27)
College of Enlisted Military Education (CEME) course dates and
provides amplifying guidance for Active Component (AC),
Active Reserve (AR), Selected Marine Corps Reserve (SMCR),
Individual Ready Reserve (IRR), Individual Mobilization
Augmentee(IMA), sister service, and command-sponsored students.
This message will align with any subsequent PME requirement
decisions or guidance released by the Assistant Commandant
of the Marine Corps (ACMC). Commands will comply with the most
current Headquarters Marine Corps guidance upon publication of
updates. Command leadership at all levels will ensure this message
is disseminated, understood, and adhered to by all personnel
responsible for planning, nominating, registering, funding, and
supporting Marine attendance at CEME courses.
2. CEME and the EPME Continuum.
2.A. The mission of the College of Enlisted Military Education (CEME)
is to educate Marines in order to prevail in combat. The Enlisted
Professional Military Education (EPME) continuum is designed to be
performance-based, practical application oriented to develop Marines
that have a bias for action, aggressive problem solving and
communication skills, sharpen tactical judgement, and improve
decision-making ability under pressure. The EPME continuum will
continue to evolve to meet the needs of the Fleet Marine Force and
CEME is committed to returning graduates to their parent commands
more mentally, morally, physically, and spiritually tough; capable
of making an immediate impact on generating and preserving combat
readiness and lethality at echelon. CEME programs are made
available through six Regional staff Non-commissioned Officers
Academies (SNCOA), Marine Corps Senior Enlisted Academy (MCSEA),
College of Distance Education and Training (CDET) seminar,
command-sponsored.
2.B. FY27 CEME Programs include but are not limited to:

3. CEME Website and Official Program Information.
3.A. The official CEME website is the location for school-specific
reporting instructions, current academic calendars, command screening
checklists, waiver forms, academy information, MCSEA information,
command-sponsored course information, registration information,
sister service registration information, senior enlisted leader
resources, and updates.
3.B. Information can be found at:

3.C. Commands will use current forms, checklists, and reporting
instructions posted on the official CEME website. Previous versions
are obsolete and will not be accepted. Senior leaders are required
to assist their Marines during the enrollment process. [JM1.1]

4. Command-Sponsored Courses.
4.A. Command-sponsored course updates will be published on the
official CEME website. Projected or draft schedules are not authority
for registration. Commands must use the official CEME website:

for current eligibility, nominations, allocations, and reporting
instructions.
4.B. Commands are responsible for the execution, oversight, and
administration of command-sponsored courses. Access to
command-sponsored course sites, course information, and registration
coordination is limited to E-8 and above. Commands will ensure all
requests, nominations, and course execution requirements are
coordinated through the appropriate senior enlisted leadership
prior to submission.
4.C. Marines must meet all unit Command Screening Checklist
requirements, comply with current waist-to-height standards, be in
full-duty status or possess an approved waiver, and complete all
required non-resident prerequisite courses prior to reporting.
4.D. Command Sponsored Course information will be posted at:

4.E. Command-sponsored courses are accessed through the Marine Corps
eLearning Ecosystem. Search the course title, such as "Corporals
Course" or "Lance Corporal and Ethics Seminar," and select view

5. Resident SNCOA and MCSEA Schools.
5.A. Resident SNCOA schools are conducted aboard Quantico, Camp
Lejeune, Camp Pendleton, Okinawa, Hawaii, and Twentynine Palms.
MCSEA-supported courses are conducted aboard Quantico.
5.B. FY27 resident school dates and course information are listed in
this message as follows:
5.B.1. AC and RC SSCH dates are listed in paragraph 13.
5.B.2. AC and RC SLS dates are listed in paragraph 14.
5.B.3. First Sergeants School information and dates are listed in
paragraph 16.
5.B.4. SELOC information is listed in paragraph 18.
5.C. All dates must be verified in MCTIMS, which is the authoritative
source for current class schedules. MCTIMS supersedes this MARADMIN
and all other FY27 CEME academic calendars.
5.D. Marines not geographically located near a regional SNCOA should
request registration at the SNCOA closest to their duty station. If
seats are unavailable, Marines may request approval to attend another
location on a case-by-case basis after coordinating unit funding.
5.E. Registration priority will be given to Marines requesting to
attend their geographically assigned SNCOA location.
5.F. RC Considerations. For required PME purposes, Marines who meet
all requirements to be considered PME complete in grade for one
component, AD, SMCR, or IMA, will be considered PME complete in that
grade if they transition to another USMC component. All other
requirements outlined in the references remain unchanged.
5.F.1. This policy does not address promotion eligibility. Promotion
eligibility remains under the cognizance of DC, M&RA and will be
announced through separate correspondence.
5.F.2. This policy does not apply to Marines affiliated with the
IRR who transition to the SMCR, IMA, or AD components.

6. Seat Allocations.
6.A. All SNCOA seat allocations are requested through commands
respective Marine Corps Force (MARFOR) formal schools quota managers.
For First Sergeants School refer to paragraph 16.A.3.
6.B. SNCOA seat allocation adjustments may be requested from the
CEME Operations Chief during the FY no later than (NLT) 45 days
prior to a school convening date. All requests must be approved by
Training and Education Command (TECOM). Seat allocations should not
be changed by MARFOR formal schools quota managers until approval
is received. For First Sergeants School refer to paragraph 16.A.3.
6.C. All seat allocations for Reserve resident schools are requested
by Marine Forces Reserve representatives during the annual Training
Implementation Plan conference.

7. SNCOA and MCSEA Registration Instructions.
7.A. All class dates should be verified through the MCTIMS. Class
dates may change throughout the fiscal year. MCTIMS is the guiding
system for the current class schedule, remains up to date, and
supersedes this MARADMIN and all other academic calendars that
list FY27 school dates.
7.B. Parent commands will verify that Marines meet all eligibility
requirements before submitting SNCOA nominations to the appropriate
formal schools manager. MARFOR representatives must submit all
nominations and registration actions in MCTIMS no later than 45
days prior to the class report date. If a Marine can no longer attend
a scheduled course, the parent command must immediately request
cancellation through the MARFOR representative in MCTIMS.
7.B.1. For First Sergeants School parent command G-3/S-3 sections
will submit registration requests to MCSEA at:
[email protected]. Upon approval, MCSEA
will register Marines in MCTIMS and maintain a waitlist for
eligible Marines requiring enrollment or rescheduling. Refer
to paragraph 16.A.3 for registration cancellation for First
Sergeants School.

8. Command Screening Checklist and Waiver Forms.
8.A. The Marines chain of command will assist the Marine with
completing the Command Screening Checklist and waiver request,
if applicable, prior to routing for command endorsements.
8.B. The CEME Command Screening Checklist, NAVMC 11580, is required
for resident SNCOA and CDET seminar registration as directed by
applicable CEME and CDET guidance. MCSEA and senior enlisted courses
will use the applicable screening, nomination, or administrative
requirements published for those specific courses. Commands will
ensure that the correct checklist or screening requirement is used
for the requested PME course.
8.C. The Command Screening Checklist, waiver forms, and additional
required documents were updated May 2026. Commands must use the
current versions posted on the official CEME website; previous
versions are obsolete and will not be accepted:

8.D. Before endorsing a Marine for attendance, commands must
ensure the Marine is prepared to meet all academic, personal,
professional, and administrative requirements of the designated
PME school.
8.E. The first O-5 commander or higher in the prospective student's
chain of command must endorse the Command Screening Checklist.
Acting commanders or individuals signing by direction are authorized
when properly designated in writing. The appropriate designation
letter must accompany the checklist when applicable.
8.F. Marines who are not fully prepared to meet course requirements
should not be sent to resident or non-resident PME until ready.
8.G. All required endorsements must be completed prior to convene date.
Incomplete, outdated, unsigned, or improperly endorsed checklists may
result in disenrollment and return to parent command.

9. SNCOA Waiver Requirements and Requests.
9.A. Waiver Eligibility. Waivers are exception-based and do not
replace eligibility requirements, prerequisite completion, seat
allocation procedures, MCTIMS registration, orders requirements,
or reporting instructions. All waiver requests must be routed through
the Marine's chain of command, endorsed by the first O-5 commander or
higher, and submitted NLT five working days prior to the class report
date to the CEME Director of Operations at [email protected].
Approval authority for all waivers is the CEME Director. Only an
approved waiver, combined with an approved MCTIMS registration,
authorizes a Marine to occupy a school seat.
9.A.1. Duty Status Waiver. Marines in a light duty, limited duty,
pregnancy, postpartum, or other non-full duty status may request a
duty status waiver when they are likely to be in zone for promotion
and cannot attend resident PME or a seminar program in full duty
status before the promotion board convenes.
9.A.1.A. Current or previous fiscal year promotion board information
will be used to estimate the Marine's promotion consideration timeline.
9.A.1.B. Commands must submit the completed Command Screening Checklist,
duty status waiver request, and physician-approved physical fitness
plan in accordance with current CEME waiver procedures.
9.A.2. Non-Compliance Waiver. Marines returned to their parent command
during SNCOA check-in may request a non-compliance waiver to attend
resident PME or CDET seminar before the end of the six-month
ineligibility period.
9.A.2.A. Reasons for return may include screening non-compliance,
medical disqualification, waist-to-height standard failure,
Physical Fitness Assessment failure, or Temporary Additional
Duty cancellation.[JM2.1]
9.A.2.B. Requests must include the completed Command Screening
Checklist, applicable waiver request, and supporting documentation
explaining the reason for return and corrective action taken.
9.A.3. Hardship Waiver. Marines may request a hardship waiver for
severe personal hardship or other exceptional circumstances that
affect PME attendance.
9.A.3.A. Requests must include the completed Command Screening
Checklist, hardship waiver request, and supporting justification.
9.A.3.B. SNCO Academies will make every reasonable effort to support
Marines approved under a hardship waiver; however, Marines must meet
all academic standards, major events, graded requirements, and
graduation requirements.
9.B. Waiver Non-Eligibility. Marines who can attend resident PME
after returning to full duty status or complete a seminar program
before the promotion board convenes are not eligible for a duty
status waiver. Marines assigned to the Body Composition Program
or Military Appearance Program are not eligible for enrollment,
and no waiver is authorized.

10.B. Marines will report with Temporary Additional Duty
(TAD) orders, Defense Travel System (DTS) authorization if required,
a completed Command Screening Checklist, nonresident prerequisite
course completion certificate, and approved duty status waiver
if required.
10.C. Commands will ensure registered personnel update their
email address in MOL at registration and correct common discrepancies
prior to departure, including outdated checklists, missing or
incomplete signatures, missing duty status waivers for Marines in
light duty, limited duty, or pregnant status, and missing
prerequisite documentation.
10.D. Marines are required to bring a personal electronic device,
such as a laptop or tablet. Marines who do not own a device are
not required to purchase one. Parent commands will provide a
temporary loan device for the duration of the course.
10.E. Marines must have 12 months remaining on contract to
attend PME. Marines with less than 12 months remaining must
submit a letter of intent to reenlist or direct affiliate
with a SMCR unit attached to their Command Screening Checklist.
10.F. Government billeting and messing information for non-local
Marines are displayed on each SNCOAs reporting instructions.
Commands will use the applicable reporting instructions to
fund Marines attending resident PME.

11. Reserve Component Reporting Instruction.
11.A. Specific reporting instructions can be found on the

11.B. School orders will be used and routed through MFR G-3.
Annual Training orders should not be used for resident PME.
11.C. Rental car is not authorized unless specifically
approved by the appropriate authority.
11.D. Marine Reserve Order Writing System orders will be
routed to MFR G-3 no later than 30 business days prior to the
school report date.

12. SNCOA Fitness Report Requirements.
12.A. AD and AR Marines
12.A.1. AD and AR Marines attending Resident SSCH or SLS will receive
a "To Temporary Additional Duty" (TD) fitness report from the parent
command upon departure to resident PME.
12.A.2. Upon graduation or disenrollment, AD and AR Marines will
receive a "From Temporary Additional Duty" (FD) fitness report from
the Staff Noncommissioned Officer Academy (SNCOA). No additional
fitness reports are required during the TAD period unless a grade
change (GC) occurs.
12.A.3. Marines proceeding directly from resident PME to another
TAD assignment or school will receive a TD fitness report from
the SNCOA. The final TAD command will generate the FD fitness report.
12.A.4. Successful completion of FD fitness reports will be
submitted as "Not Observed" due to academic duty of less than
90 days and will include the specific school attended, class
number, final GPA, and final class standing. When applicable,
reports will also reflect academic distinctions, awards, and
leadership billets earned during the course.
12.A.5. FD fitness reports for disenrolled Marines will reflect
the basis for administrative or adverse action, as applicable.
12.B SMCR, IMA, IRR Reserve Marines
12.B.1. SMCR, IMA, IRR Reserve Marines attending Resident
SSCH or SLS will not do a TD fitness report upon leaving
their command or an FD fitness upon arriving at SNCOA.
12.B.2 SMCR, IMA, and IRR Reserve Marines will submit a
"Reserve Training" (RT) fitness report that overlaps with
their current fitness report occasion
12.B.3 Refer to MCO 1610.7B, Chapter 3 for additional
details regarding TR fitness reports.

13. Resident SSCH School and Reserve SSCH Class Dates.
13.A. The FY27 AC and RC SSCH class dates for CEME schools
are as follows. All class dates should be verified
through MCTIMS. Class dates may be changed throughout the
FY for various reasons. MCTIMS is the guiding system that
will have the current class schedule. MCTIMS remains up to date
and supersedes this MARADMIN and all other academic calendars
that list FY27 CEME school dates.

16. Marine Corps Senior Enlisted Academy (MCSEA) supported courses.
16.A. First Sergeants School.
16.A.1. MCSEA is located aboard Marine Corps Base Quantico on
the Marine Corps University campus. MCSEA executes senior
enlisted leader education and supports the development of
Marines selected for or serving in senior enlisted leadership billets.
16.A.2. The FY27 First Sergeants School is conducted by MCSEA
and is available to all newly promoted or selected First Sergeants.
The course facilitates the transition from Gunnery Sergeant to
First Sergeant. Attendance is highly recommended within the
first 12 months of promotion/frocking.
16.A.3. Allocations may be submitted throughout the fiscal year;
each class will have a maximum of 50 seats. Parent
command G-3/S-3 sections are required to submit nominees
to [email protected]. Qualified Marines
will coordinate through their respective S-3/G-3 to schedule
attendance on a class date that does not interfere with
operational commitments or significant personal obligations.

18. Slated Enlisted Leader Orientation Course (SELOC).
18.A. SELOC will be conducted aboard Marine Corps Base Quantico,
Virginia, from 25 January 2027 to 30 January 2027. SELOC supports
the senior enlisted professional military education continuum and
is designed for command senior enlisted leaders slated to serve in
senior enlisted leadership billets at general officer-level commands.
18.B. SELOC provides orientation, education, and senior leader
development to prepare slated command senior enlisted leaders
for service in senior command billets. Additional course-specific
information, reporting instructions, administrative requirements,
and amplifying guidance will be published after MCSEA, Lejeune
Leadership Institute, and Senior Planners Division staffs complete
planning and coordination with applicable stakeholders.

19.A. CDET offers an enlisted seminar program option for Marines who are
unable to attend resident PME or who require a seminar program for
career progression. Commands and Marines will reference MARADMIN 110/26
for official CDET Enlisted College seminar program registration requirements,
class dates, enrollment procedures, regional points of
contact, and amplifying instructions.

20. Alumni Assessment and Feedback.
20.A. CEME will collect post-course feedback for SSCH and SLS
through the established Institutional Effectiveness process.
20.B. Upon course completion, the Institutional Effectiveness
Officer (IEO) will send an end-of-course feedback link directly
to each Marine's email address listed in Marine Online (MOL).

Marines are responsible for ensuring their MOL email address
is accurate, active, and routinely monitored.
20.C. Commands with recent SSCH and SLS graduates are encouraged
to assess post-graduate performance for approximately three to six
months and provide feedback directly to the IEO through senior leader
feedback, established command processes, MSC focus groups,
or other CEME-directed feedback venues.
20.D. The IEO will consolidate and analyze student feedback,
command feedback, direct assessment data, Instructional Rating Forms (IRFs),
Leadership and Warfighting Instructor Evaluation Forms (LWIEFs),
focus group input, structured interview feedback, post-graduate surveys,
and after-action review (AAR) data to identify trends by school, academy,
and class iteration. Results will inform curriculum adjustments,
instructor development, administrative improvements,
and institutional assessment reporting.

21. Sister Service Student Registration
21.A. Marines must route their packages through their respective
S-3/G-3 first. Parent command's Command Senior Enlisted Leaders
(CSEL) will nominate and endorse packages[GU4.1][MU4.2] and route
through the chain of command to their respective MARFOR Formal
Schools Quota Managers. The MARFOR CSEL through the Formal
Schools Quota Manager will submit endorsed packages to MCSEA
for review and approval. Any nominations not received directly
from a MARFOR will not be considered.
21.A.1. Sister Service course dates must be verified through
MCTIMS. MCTIMS is the authoritative system for the current
schedule, remains up to date, and supersedes this MARADMIN
and all other academic calendars. Dates are subject to change.
21.A.2. The Air Force and Naval Academies are not TECOM funded;
parent commands are responsible for all funding.
Funding for Army Sergeants Major Academy
will be considered a PCS move.
21.B. Air Force Senior Noncommissioned Officer Academy
(AFSNCOA) Course Overview.
21.B.1. AFSNCOA is an intensive five-week course held
at Gunter Annex, Maxwell AFB, AL. The MCSEA
Deputy Director manages the USMC allocations.
21.C. AFSNCOA Registration and Allocations.
21.C.1. There is no set number of allocations per class.
To ensure fairness across the MARFORs, multiple submissions
from all commands are permitted. Each MARFOR will have the
opportunity to submit at least one nomination per class.
Nominations are due by the deadline to ensure
maximum seating for Marines.
21.D. Air Force Senior Noncommissioned
Officer Academy Logisticsand Reporting.
21.D.1. Attendees must stay in on-base lodging at the
Bachelor Enlisted Quarters, Gunter Annex, Bldg. 1017.
Parent commands must prepare reporting orders indicating
that government quarters are available, and
government messing is not available.

21.E. United States Navy Senior Enlisted Academy (USNSEA)
Situation.
21.E.1. Joint-service professional development opportunities
for enlisted Marines are limited. However, Marine Corps University,
with assistance from the Sergeant Major of the Marine Corps, has
established a long-term relationship with the USNSEA resulting in a
controlled number of seats for the United States Marine Corps.
This academy is located at Naval Station Newport, Rhode Island.
The USNSEA conducts an intense six-week blended course with a
curriculum focused on the areas of management, leadership,
communication, organizational behavior, national and
international strategic studies, and physical fitness.
21.F. United States Navy Senior Enlisted Academy Mission.
21.F.1. The following nine iterations of USNSEA have a
three-week Distance Learning (DL) phase followed by a
three-week resident phase. The DL phase must be completed
in order to proceed to the resident phase.

are limited. The United States Army Sergeants Major Course,
SGM-A offers 6 seats to the Marine Corps. Located at Fort Bliss, Texas,
SGM-A is an intense 10 month academy, with a total of 1,420 instructional
hours designed to elevate the thinking of Master Sergeants and
First Sergeants from the tactical level to the operational and
strategic perspective, thus preparing them for leadership positions
in organizations executing unified land operations. SGM-A also
prepares senior enlisted personnel for leadership positions in joint,
interagency, intergovernmental, and multinational organizations.
The course assists in the development of logical, practical, and
original reasoning abilities necessary for problem solving.
