SUBJECT: Early Intervention Payment Changes for FY 2027

FY 2027 Provider Rate Update, Effective October 1, 2026

Governor JB Pritzker has signed the FY 2027 budget, which includes additional funds for the Early Intervention (EI) program. As a result, the Illinois Department of Early Childhood (IDEC) is updating provider rates. The FY 2027 update targets EI provider types whose rates are still at or below 50% of the modeled cost of services after the FY 2026 rate increase.

Updated rates take effect for dates of service on or after October 1, 2026. The rate schedule below lists all EI provider rates by procedure code. Please update your usual and customary rates starting this fall.

FY 2027 Payment Schedule

The state fiscal year ends June 30, 2026. The new fiscal year (FY 2027) begins July 1, 2026. As in previous years, the change in fiscal year affects the EI payment schedule. If you submit bills to the Central Billing Office (CBO) for dates of service from July 1 - 7, 2026, payment will appear on the July 8, 2026, voucher and provider claim summary. Additionally, the Illinois Office of the Comptroller (IOC) is implementing a new accounting system on June 30, 2026. As a result, IOC will not process EI payments until July 8, 2026. The July 8, 2026, voucher will be the first issued for FY 2027. All EI providers will receive full payments.
