Security Council Hears Update on Yemen Sanctions Committee's Work, Including Panel Recommendations

The Security Council today heard an update on the work of the Committee overseeing sanctions on Yemen, including its consideration of reports addressing dual-use items, precursor chemicals, information-sharing and vessel flag State capacity, as well as recommendations submitted by its Panel of Experts.

Speaking on behalf of the Chair of the Committee established pursuant to resolution 2140 (2014), Latvia's delegate, Council President for the month, presented the Committee's periodic report, outlining its activities from 6 November 2025 to 5 November 2026. During that period, the Committee held three informal consultations - on 8 May, 31 August and 22 October - in addition to conducting its work through written procedures.

At its 8 May meeting, the Committee heard a presentation by the Panel of Experts on its midterm update and discussed two recommendations contained therein. The Committee agreed to take follow-up action on both recommendations.

On 31 August, the Committee heard presentations by the Panel on two ad hoc reports submitted pursuant to paragraphs 15 and 16 of resolution 2801 (2025). The first addressed "dual-use items and precursor chemicals", while the second focused on "information-sharing and vessel flag State capacity". The Committee discussed several recommendations contained in those reports and will consider follow-up action on those addressed to it.

More recently, on 22 October, the Committee heard a presentation by the Panel of Experts on its final report and discussed the eight recommendations contained therein. The Committee will consider follow-up action on those recommendations.

The Council President also recalled that the Committee's annual report for 2025 was issued on 31 December as document S/2025/826.

"As of today, there are 10 individuals and one entity on the sanctions list of the Committee," the Council President reported.
