City of El Cajon Police Department Enforces Prop 36: Repeat Offenders Booked, Not Released

El Cajon, CA - On September 9, 2025, El Cajon Police Department officers responded to a call from Target loss prevention at 250 Broadway, reporting two individuals detained in connection with separate theft incidents.

Upon arrival, officers made a citizen's arrest for theft. A records check revealed that one suspect, Joshua Strode (45), had two prior convictions for theft. He was booked into San Diego County Jail under California Proposition 36, which allows for the jailing of repeat offenders rather than issuing a citation.

The second suspect, Caleb Wishon (43), was found in possession of methamphetamine during a search. He also had two prior convictions for drug possession. Wishon was booked into San Diego County Jail for possession of a controlled substance with priors, in accordance with Prop 36 guidelines.

The City of El Cajon has zero tolerance for repeat criminal behavior. "Prop 36 is crucial in the fight against crime, putting chronic offenders in jail. Keeping our community safe is a priority for our department and Prop 36 aids in that process" - Chief Jeremiah Larson
