Vice Foreign Minister Miao Deyu Attends the High-Level Dialogue of the 6th China-Latin America High-Level Defense Forum and Delivers a Thematic Speech

On September 19, 2025, Vice Foreign Minister Miao Deyu attended the High-Level Dialogue of the 6th China-Latin America High-level Defense Forum and delivered a thematic speech on "China-LAC Relations in the New Era and the China-LAC Community with a Shared Future".

Miao said that in May this year, President Xi Jinping attended the opening ceremony of the Fourth Ministerial Meeting of the China-CELAC Forum and announced the launch of five programs for jointly building a China-LAC community with a shared future, charting the course for the development of China-LAC relations. The Chinese side is willing to work with the LAC side to act on the four major global initiatives, implement the five programs, promote unity and mutual trust, advance common development, enhance mutual learning and exchange, safeguard peace and stability, and build a bridge for people-to-people ties, so as to inject more stability and positive energy into the world.

Miao noted that China-LAC cooperation has always adhered to the concept of openness, inclusiveness, mutual benefit and win-win results. It does not target any third party and should not be disrupted by any third party. Some countries have been engaged in unilateralism, protectionism and interventionism, imposing excessive tariffs on Latin American and Caribbean (LAC) countries and flexing military muscles. Some people have even openly slandered China-LAC cooperation and coerced regional countries to take sides. This is doomed to fail.

The China-Latin America High-Level Defense Forum, hosted by the National Defense University, is a sub-forum activity in the field of military defense under the framework of the China-CELAC Forum. More than 100 people from China and abroad attended the forum, including the heads of defense departments of nearly 20 LAC countries, diplomatic envoys of LAC countries to China, experts and scholars. The participating guests highly praised the four global initiatives and the five programs for jointly building a China-LAC community with a shared future, and expressed their willingness to deepen friendly exchanges between China and LAC countries and work together to promote world peace and stability.
