SALEM - The next regularly scheduled meeting of Oregon's Energy Facility Siting Council will be held on Thursday and Friday, October 23-24, 2025. Attendance will be open to the public both in person in Maupin, OR and virtually using the online Webex platform. Please see the meeting agenda for more detailed information, including meeting time, location, and instructions on how to attend virtually.
The main items on the Council's agenda include:
Yellow Rosebush Energy Center - Application for Site Certificate - Public Hearing on Draft Proposed Order (Public Hearing) - The proposed solar energy facility would be located on approximately 8,075 acres (12.6 sq. miles) of private land zoned for Exclusive Farm Use in Wasco and Sherman counties. The applicant is Yellow Rosebush Energy Center, LLC, a subsidiary of Savion, LLC.
Proposed Facility Overview: Kathleen Sloan, Senior Siting Analyst, will provide an overview of the siting process and the proposed facility.
Public Hearing Overview: Vice-Chair Cindy Condon, acting as the Presiding Officer, will explain the legal requirements for providing comments on the record and will facilitate the hearing.
Public Hearing: Interested individuals will have an opportunity to provide oral testimony on Draft Proposed Order. The duration of the time for individual commenters is 5 minutes, but may be lengthened or shortened by the Presiding Officer. Written comments may also be submitted to the Department through the close of the public comment period, November 3, 2025 at 5:00 p.m.
Remote and Electronic Public Meetings and Hearings (OAR 345-015-0003) Five Year Review (Action Item) - Sarah Esterson, Senior Policy Advisor. Pursuant to ORS 183.405, the Council must review new rules not later than five years after adoption.
Sunset Solar Request for Amendment 1 Proposed Order Review/Possible Final Decision (Action Item) - Kathleen Sloan, Senior Siting Analyst. Council will review the Proposed Order and any contested case requests. Request for Amendment 1 seeks approval to extend construction deadlines and reduce the area within the site boundary and micrositing area.
